An easy way to explain "tablings" is to use the analogy of a TV Courtroom Show. When a lawyer produces pieces of evidence into the court, the evidence is formally presented as "Exhibit A", to be used as a relevant reference during the proceedings.
In the Legislature, the "evidence" can be things like financial documents, letters of concern from members of the public, petitions -- basically, anything that should be considered when eliciting dialog, thought, or judgement on a particular issue.
